What this paper does — and doesn’t — claim

This paper takes neither side of the superintelligence shouting match. It separates what’s confirmed (six documented containment failures across five organizations) from what’s reasoned analysis, and both from open speculation about extinction timelines that this paper explicitly declines to adopt. It proposes a specific policy alternative — mandatory compute-threshold verification — rather than either “nothing needs to change” or an outright ban.

Executive Summary

In September 2026, a wave of stories declared that artificial intelligence had crossed a threshold, that “superintelligence” was near, and that the people building it privately believed it could kill everyone within a decade. The story had a real trigger: a credentialed researcher’s viral resignation, a safety lead’s public agreement, and federal legislation introduced within days. It also had a great deal of amplification that had little to do with the underlying facts.

This whitepaper takes neither side of the shouting match. There is real, well-documented, and currently unmanaged risk in how frontier AI is being built and tested. There is also a considerable amount of hype, timeline speculation dressed as certainty, and legislative overreach that could cost the United States more than it protects. Both things are true at once, and treating them as though only one can be true is how this debate keeps going in circles.

We reject two positions outright: that nothing needs to change, and that development should be banned outright until a new federal agency approves it. What we propose instead sits between them — mandatory transparency and mutual verification around large-scale compute, modeled conceptually on nuclear inspection regimes — informed by what the evidence actually supports rather than by what makes the better headline.
